With the rule change deadline looming and progress shockingly slow, COMCOMM is finally being pushed by influential outsiders into action. A conference call is being scheduled for tomorrow or Wednesday afternoon. An early agenda was leaked to QSN this afternoon.<\/p>\n
Call Agenda:
\n1. Offensive Scoring – consideration of points per reception and other rules<\/span>
\n2. Defensive Scoring – reducing defensive scoring opportunities<\/span>
\n3. Free agency modifications – addresses Kicker issue of QFL3<\/span>
\n4. QFLE\/PS poaching<\/span>
\n5. Trading during the week<\/span>

\nSample legislation to be considered. <\/span><\/p>\nTRADING DURING\u00c2\u00a0THE WEEK<\/strong> <\/span>
\nRule 22, Section 3, Article 1 is\u00c2\u00a0amended to read: Players may be traded any time except between kickoff of the\u00c2\u00a0first series of Sunday NFL games\u00c2\u00a0that commence at approximately <\/span>1:00pm (EST)<\/span> and 8:00am\u00c2\u00a0(EST) of the following Monday. During the weeks where there is a Thursday game and\/or Saturday game\u00c2\u00a0(if applicable) players who partake in those games cannot be traded until the following week, which commences at <\/span>8:00am<\/span> the following Monday.<\/span>

\nPRACTICE SQUAD POACHING<\/strong><\/span>
\nAs for the practice squad rule change, here is my suggested language<\/span>
\n <\/span>
\nAll players on a Practice Squad (PS and QFLE players) are subject to acquisition by another team<\/span>
\n1.<\/span> <\/span>Prior to QFLE designations, the cost is 4 times the PS player\u00e2\u20ac\u2122s salary<\/span>
\n2.<\/span> <\/span>After QFLE designations, the cost is 6 times the PS player\u00e2\u20ac\u2122s salary<\/span>
\n3.<\/span> <\/span>Multiple requests will be decided in accordance with waiver position<\/span>
\n4.<\/span> <\/span>Acquisitions can be conducted any time<\/span>
\n5.<\/span> <\/span>The acquiring team must start the acquired player in its line up in the next game and cannot place the acquired player on its PS<\/span>
\n <\/span>
\nADDITIONAL FREE AGENCY PERIOD<\/strong><\/span>
\nIn addition to Free Agency on Wednesday, a second free agency period will be held on Saturdays using the same conditions\/parameters as the Wednesday free agency<\/span>
\n1.<\/span> <\/span>If possible, I would like to charge teams, double the ordinary fees for acquisition of players in the second free agency<\/span>
\n <\/span>
\nGOVERNANCE RULE CHANGES<\/strong><\/span>
\n1.<\/span> <\/span>Rule changes affecting scoring and roster composition may be implemented no sooner than one complete season from ratification and at the beginning of a season.<\/span>
\n2.<\/span> <\/span>Example: If you ratify a rule change in October 2010, you have to wait until the 2011 season<\/span><\/p><\/blockquote>\n
