The Questions.

Q: Let’s say I have a L2 player for $1. Given I have to give him a 25% raise to keep him as a L3, his new salary would now be $1.25, which according to standard rounding is $1 rather than $2. Is that correct or would this scenario be an exception to your rounding rule?

A: There is a $1 minimum raise requirement. Otherwise normal rounding.

Q: Since there are no minimum or maximum number of roster spots required in the offseason, I am assuming you do not need to carry 2 active QBs, correct?

A: Correct. In the offseason the only roster requirement is the salary cap.
